OTV and Al‑Gharraf Oil Services Sign 5‑Year Operation & Maintenance Agreement for Basrah Water Supply Improvement Project (P3 & P4)

Dubai, UAE — May 2023: OTV and Al‑Gharraf Oil Services Co. Ltd (AGOS) are pleased to announce the signing of a new five‑year Operation and Maintenance (O&M) Labour Supply Agreement for the Basrah Water Supply Improvement Projects, Packages 3 and 4 (P3 & P4), located at the Al‑Hartha Water Treatment Plant in Basrah, Iraq. Under the agreement, dated 7 May 2023, AGOS will provide qualified and experienced technical personnel to support OTV and the Hitachi–OTV Joint Venture in delivering the full scope of O&M services required by the Ministry of Municipalities and Public Works (MMPW). The contract covers staffing, supervision, coordination, and operational support in accordance with the approved O&M manuals and the technical requirements of Contracts P3 and P4. The agreement formalizes AGOS’s role in supplying and managing site personnel, including the appointment of a dedicated Services Manager, provision of time‑tracked manpower, and full compliance with all operational, safety, and regulatory requirements. OTV will appoint a Plant Manager and O&M leadership team to coordinate technical matters and ensure seamless execution of the services.
