Dubai, UAE — February 2023: Al‑Gharraf Oil Services Company Limited is pleased to announce the successful completion of its commissioning support services for the Al‑Hartha Water Treatment Plant, part of the Basrah P3 & P4 Water Supply Improvement Project in southern Iraq. This milestone marks the culmination of nearly two years of continuous technical support provided to the Hitachi–OTV Veolia Joint Venture (HOJV), the EPC consortium responsible for delivering the large‑scale seawater treatment and desalination facility. Under Purchase Order No. 21000017, signed on 03 July 2021, Al‑Gharraf was contracted by OTV (Veolia) to provide qualified commissioning personnel—including a Commissioning Engineer and Operator—to support the mechanical, process, and operational readiness activities at the Al‑Hartha site. As stated in the agreement, Al‑Gharraf was responsible for the “recruitment, identification and hiring” of specialized workers to assist HOJV in ensuring that “all mechanical/process activities are carried out in accordance with the schedule and the contract, in compliance with HSE rules.” Throughout the commissioning phase, Al‑Gharraf’s team worked under the direction of the HOJV Commissioning Manager, contributing to system checks, process validation, and the safe transition from construction to operational status. The company’s personnel adhered to the rigorous standards and procedures defined by OTV and HOJV, supporting a project designed to deliver 199,000 m³/day of treated water to the Basrah region. A Strategic Contribution to Iraq’s Water Infrastructure The Al‑Hartha Water Treatment Plant is a critical component of Iraq’s long‑term water security strategy. The broader P3 and P4 contracts encompass pretreatment, post‑treatment, ultrafiltration, and reverse osmosis systems, as well as a 132kV/33kV electrical substation. Al‑Gharraf’s involvement ensured that commissioning activities progressed efficiently and safely, enabling the plant to move toward operational readiness. Statement from Al‑Gharraf Oil Services Mohammad Shanshal, representing Al‑Gharraf Oil Services, stated: “We are proud to have supported the Hitachi–OTV Veolia Joint Venture in delivering one of Iraq’s most important water infrastructure projects. Our commissioning personnel worked diligently alongside HOJV teams to ensure that all systems were prepared for safe and reliable operation. This achievement reflects Al‑Gharraf’s commitment to technical excellence and to supporting strategic national projects.” Commitment to Quality and Compliance As outlined in the 2021 agreement, Al‑Gharraf maintained full responsibility for the performance, readiness, and compliance of its deployed personnel, ensuring adherence to all HSE, regulatory, and site‑specific requirements throughout the assignment.
